The problem here is that we encourage people to cut and paste *verbatim* the upstream copyright notice. It's not at all unlikely that such a notice will have a (C) without a Copyright, but in that case, we don't want people editing it. They may need to give a full copyright notice elsewhere (although frankly even that is rather murky, and it's certainly not legally required unless the license says it is), but they shouldn't be changing the upstream notice.
