Could you explain this? I would like to know the exact steps that you carry and 
why quilt can not cope with them.

I would like to know if there is any problem that quilt can not handle that 
dpatch can.

With that thinking you should consider using MSWindows as it is much more used 
than Debian GNU/Linux.

I think dpatch is an inferior tool to solve the same problem.
