Then look at the source package, everything in /debian/ is debian
everything else is upstream.
Or just look even in the SVN linked on PTS, it only contains
the /debian/ part.

Well you have to send this upstream and discuss it there.
But I doubt that this gets changed because upstream doestn't provide
a /etc/default/grub example file.
It gets only read in if it does exist.

And I doubt we'll change this just for the Debian package.
