Not having seen the bug myself, I got the conversations on the devel > list confused and tought 1.4.18 solved both issues.
It is like Sven Hartge explained. There is a separate issue triggered by XulRunner 1.9 (doesn't happen with 1.8) which causes 100% CPU effects. So technically this bug isn't fixed.
