The bug is probably upstream, anyway as per title:

# amavisd-nanny
No nanny database /var/amavis/db/nanny.db; waiting...

and in fact:

# grep var/amavis /usr/sbin/amavisd-nanny 
  defined $ENV{'AMAVISD_DB_HOME'} ? $ENV{'AMAVISD_DB_HOME'} : '/var/amavis/db';

setting env var obviously works.
