konqueror (I usually use iceweasel, but I guess sensible-browser gives
me konqueror).
The problem isn't that the browser waits, but that apt-listbugs waits
for me to close the konqueror browser.

I think running iceweasel does some fancy process of looking for an
existing instance, and maybe it always spawns off a separate process.
So perhaps the difference in browsers is significant.
