Experienced on 2 systems already :(

As a workaround, checked the daemon was stopped, edited
/etc/init.d/dirmngr and commented out this line:

     57     stop)
     58         log_daemon_msg "Stopping DirMngr" $NAME
     59         #killproc $DAEMON
     60         log_end_msg $?
     61         ;;

Then:

# apt-get -f install
