A solution to avoid disabling components during upgrade should be add preinst to verify if it's an upgrade from version lesser than 3.2.1+debian0-2. If it's the case, we compare md5sum of /etc/horde/horde3/registry.php and original one[*]: if registry.php file is not modified, we add a new empty line to be sure to have the hey-modified-conffile-question...
