I don't think it does. The package built by m-a contains only the binary drivers, why would it need to depend on libtool? You want libtool to be present on the system at the time you run m-a, i.e. after you installed comedi-source. AFAICS, the only way to achieve it is to have comedi-source package depend on libtool. Please don't drop CC to the bug, it helps a lot if the entire conversation is available in the bug trail.
