I can't believe this bug is still open!  This is completely wrong.

Amongst the bad effects are that if you say (in a normal etch xterm
on a normal etch local display):
   TERM=xterm-color screen
the key labelled  <-  no longer works !  (I discovered this due to
debugging a friend's broken <- setup.)

This is explicitly forbidden by policy 9.8 [1] which says

  9.8 Keyboard configuration

  ...

    * The xterm terminfo entry should have ESC [ 3 ~ for kdch1, just
      as for TERM=linux and TERM=vt220.

Obviously this document was written before xterm-color but there is no
reason why xterm-color should be any different.

I see this bug has been open since 2005 and has had no activity since
April 2006.  It seems it's probably ripe for an NMU then.  If I don't
hear to the contrary I'll prepare an NMU and upload to the 7-day
queue, and I will also request a freeze exception.
