Does this still happen if you run as root? I suspect this is pdsh-rcmd not really having root permissions. From the readme:

Setuid root:
------------
When pdsh makes rsh rcmd's it uses the rrservport() which requires super user privileges. By default this package does not install pdsh setuid root, because if an exploit was found in pdsh this could lead to an escalation of privileges on local or remote systems. So by default only root will be able to use pdsh.

I suggest this is user error, and this bug should be closed.
