Its a good idea to workaround a (in my humble opinion) missing feature.
However I'd prefer to have a clean implementation of it in setup-storage
or its successor instead of messing with the configuration files :-)

Thanks for giving me the idea, but that does not work, because the
CONFIG_ROOT is mounted read-only. And even if it wouldn't be this would
cause to break the file on the server which cannot be wanted (unless
using a $VCS for CONFIG_ROOT)

So given that, I see two possible options:

1) Do what I suggested in first instance.

2) Implement a clean way to dynamically edit the partition layout before
applying it. E.g. by moving configuration files from the current
location to a dir and make it similar as for files (e.g. its possible to
have a prepartition script).

BTW. wouldn't it be better to put that code into a hook? 
E.g. hooks/partition.MY_CLASS

Usinges class for something different from defining classes appears a
bit hackish imho.
