It wraps correctly on my system in the ja_JP.UTF-8 locale.  When I
tried ja_JP.EUC-JP locale, I encounter the following error:

 $ LANG=ja_JP.EUC-JP man ./pbuilder.8
 Reformatting pbuilder.8, please wait...
 invalid charset name
 man: command exited with status 256: /usr/bin/zsoelim ./pbuilder.8 | 
/usr/bin/tbl | /usr/bin/nroff -mandoc -Tnippon | exec /usr/bin/pager -s

but when I ran that command by hand, it wrapped the URL correctly and
the command exited successfully.

If you can tell me how to reproduce the problem in the Japanese
locale, I'll see if I can find a solution.
