Are you trying to upgrade from a previous version? If so what version?
yes, from old refpolicy package
After some experiments i removed all modules so "semodule -l" shows "No
modules".
So I remove /etc/selinux/default/modules/active/base.pp and run
/var/lib/dpkg/info/selinux-policy-default.postinst configure
to reload default modules.
Ok, modules loaded after remove selinux-policy-default, rename
/usr/share/selinux/default and reinstall selinux-policy-default.
So I think You may close this bug.
