The dnsmasq postinst unconditionally does this:

        # earlier versions used different priorities so remove
        # all the symlinks here to ensure we get only the correct ones on 
upgrade.
        update-rc.d -f dnsmasq remove >/dev/null 2>&1

This means that any local configuration of init levels is wiped out
every time dnsmasq is upgraded.

The above update-rc.d invocation needs to be guarded to only run when
upgrading from the affected versions, or if the problematic init
configuration already exists.
