This behaviour is caused by maxima-doc not being installed. I think maxima-doc should probably be at least a recommends, since not having online help degrades the user experience quite a lot.
In any case maxima should probably should print out a message saying something like "online help not available, please install maxima-doc". Maybe this could be done by installing a dummy maxima-index.lisp, that indexes everything to a sensible error message.
