The build that failed was done with libupnp4-dev, not libupnp-dev. I don't think it's correct for an auto-builder to choose a package that provides libupnp-dev over a real package with that name. However, wmaloader should build-depend on libupnp3-dev so that this will not happen on a system with libupnp4-dev already installed.
