What sort of things would even be discussed on such a list? Almost any topic related to Debian already has its own list or a list that is close enough to stand in for it; -curiosa covers almost everything that is merely tangentally associated with Debian. Things that aren't associated with Debian at all should be discussed using lists, forums or similar which are hosted elsewhere where whatever is being discussed is actually on topic. The problems with people being off topic on debian-user aren't going to be resolved by the creation of another list, as discussion lists already exist in the great wide world where most any topic is actually on-topic.
