Some upstream reports on this: It is causing *lots* of discussion and is considered (by most) a metacity bug.

For details, spend 30 minutes reading the metacity bug discussion! There is a suggested patch hidden in there somewhere and I think a comment that ubuntu and redhat have patched metacity to prevent firefox from jumping workspaces. Hope this info helps.
