Some upstream reports on this: It is causing *lots* of discussion and
is considered (by most) a metacity bug.

A somewhat inexact summary: The current behaviour for
firefox/iceweasel is caused by the call to gtk_window_present() which
is a sensible call, but how it should be interpreted by the window
manager is up to debate. e.g. it is annoying in the firefox case (the
topic of this bug) but changing the behaviour is likely annoying for
Pidgin. For details, spend 30 minutes reading the metacity bug
discussion!

There is a suggested patch hidden in there somewhere and I think a
comment that ubuntu and redhat have patched metacity to prevent
firefox from jumping workspaces.
