I don't understand. I thought that reportbug should be used only
to report bugs about Debian packages. If a user has its own Mutt
version, then it isn't a Debian package. So, he shouldn't use
reportbug for that, but report the bug directly to upstream.

On the other hand, if I want to report a bug against the Debian
package, information in the bug report will be incorrect and may
confuse the developers. Of course, I can still correct it, but I
may forget and this isn't the job of bug reporters to correct
information automatically gathered by such tools.
