I agree. In etch the Voikko provider plugin of Enchant (/usr/lib/enchant/libenchant_voikko.so) was shipped in separate package libenchant-voikko, and there have been no problems with that approach as far as I know. I believe that package could and should be restored to fix this unnecessary dependency. The reason why this change happened was that the provider plugin got integrated to enchant source package, but that should not prevent installing it to a separate binary package.
