The LSB header states that portmap should be started in runlevels S and
2-5:

# Default-Start:     S 2 3 4 5

However, portmap's postinst only adds it to runlevel S:

        update-rc.d portmap start 43 S . start 32 0 6 . stop 81 1 . >/dev/null

This is inconsistent.  It seems that the postinst was changed to fix
#437912, but I consider that change incorrect.  For when the system goes
into single user mode, portmap has to be restarted afterwards so that
nfs-common and nfs-kernel-server can work.

So IMO the change to the postinst should be reverted.
