Well, yes, I still think the same applies. Dropping a note to basically say that "something must be configured for this software to work" is still debconf abuse, IMHO. Peopel installing the package are expected to read the needed documentation to know how and if it (or something else) should be configured to work. So, yes, I think this belong to README.Debian.
