Between working on my thesis, my Summer of Code project, and doing job interviews, I unfortunately don't have time to look much more into this at this point. OK, part of the problem is that gnustep-base needs to build-depend on texlive-base and texlive-latex-base instead of texlive-base-bin. This was preventing the PDF documentation from getting built. (It looks like gnustep-gui has the same problem.) But even then, it seems like the PDF documentation isn't installed. Another part of the problem is that autogsdoc isn't finding the DTD files, because they haven't been installed in the system yet (obviously), so the HTML documentation isn't being installed. Fixing this would involve tricking autogsdoc into looking in the Tools directory for the DTDs (or somewhere else). If anyone is able to look into this and maybe fix it, it would be greatly appreciated. The sources are all in our tla/arch repository on Alioth.
