I'm fairly sure that the KDC doesn't log to any file by that name by
default and you have to have explicit krb5.conf configuration to use that
file.  It's an example in the documentation, but the default behavior of
the daemon is to log to syslog with the auth facility, which I think is a
superior default to using a separate file.  The krb5-config package
doesn't install a krb5.conf file that uses that log file either.  No file
by that name exists on any of my KDCs.

Did you create a krb5.conf indicating that logging behavior?
