In dpkg-dev >= 1.13.2, the semantics of DEB_HOST_GNU_SYSTEM have changed
to be closer to standard GNU system names (this was to help out embedded
developers, where linux != linux-gnu). DEB_HOST_ARCH_OS replaces
DEB_HOST_GNU_SYSTEM, and is defined in terms of Debian architectures
rather than in terms of GNU config triplets, so it's less likely to
change in the future.

This patch makes usbutils build with either the old or the new dpkg-dev.
Some of the special cases it handles are unnecessary here, but I figured
it was better to include them now and avoid confusion later.
