Ok, this is not quite true. Previously (version < 0.7) kpowersave required the powersaved daemon, which up until version 0.12.0-1 (28.02.2006, quite some time ago) used grup plugdev. Beginning with kpowersave-0.7.x and powersaved-0.15.x, both tools rely on hal only to do the actual suspend and resume. Both have become simple policy agents, kpowersave for X (KDE) and powersaved for the console.

New users created during installation are automatically added to those group. Alternatively there is documentation in /usr/share/doc/hal/README.Debian

/usr/share/doc/powersaved/NEWS.Debian.gz and
/usr/share/doc/powersaved/README.Debian

also contain more information. But as kpowersave 0.7.x does no longer require powersaved, it's, as already said, probably best if kpowersave ships it's own README.Debian with instructions how to configure the access to the power management service.
