while analyzing a similar problem showing the same specified
error-message "A TLS packet with unexpected length was received" i've
found this report and your request for a test address.
So I hope this doesn't cause any confusion - maybe it's a completely
different issue.
Nevertheless one example target is https://www.lbbw.de/ (I'm the
webmaster). My failed tests involved gnutls-cli version 1.4.4 on
Ubuntu7.04 and version 2.4.1 on Gentoo (yes i know, no "pure" debian :-)
