That depends on the spellchecker engine you use under emacs, ispell or
aspell, not on flyspell.el or ispell.el. I think I was who reassigned most
of those words to scowl, since they were not present in any of the
wordlists. I kept under iamerican those that were present in a wordlist.
While aspell-en uses scowl as base for creating the english aspell dicts, it
uses it as prepared by upstream (is the same upstream as scowl). Not sure if
this suffers of the same problems with different sizes plain scowl had.
If you are using ispell, ispell base wordlists are wamerican and wbritish,
probably with some extra words (I see below that iamerican accepts more
words than just wamerican). If contents in any of them is changed, iamerican
and ibritish (and so ispell) may need a rebuild after the new contents.

There is no simple reply to this, the package that should receive receive bug
reports depends on the actual word you find missing. I suggest you to check
which spellchecker are you actually using under emacs (preferrably move to
aspell if not already using it). Note that this is not either of ispell.el or
flyspell.el, these are the emacs interfaces to the spellchecker, not the
spellchecker itself. If using aspell, file bug reports against aspell-en, if
using ispell against iamerican. Those reports will need further check to
know if they affect only one dict or more of them.
Also note that for size reasons dict packages for spellchecking may not use
the equivalent to the huge wordlists.
By the way, I checked that all the above (s/linqua/lingua/) words are
present in the huge wordlists. Not all words need to be in all wordlists,
size is for something. If you think those words should be in all english (or
at least in all british or american separately) dictionaries for spellchecking,
may be some of those bugs need a reassign. However, for scowl, those above
words are present in at least one wordlist.
