Now that you brought up README.Debian, let me ask another question.
It suggests using

  passwd:         files ldap [UNAVAIL=return]
  group:          files ldap [UNAVAIL=return]

But I fail to see how it can be different from leaving off the
bracketed parts altogether.  After all ldap is the final source, thus
the search can't continue anyway...

On the other hand, udevd doesn't fail after timing out (the output is
the same with or without the above brackets):

Synthesizing the initial hotplug events...done.

Since libnss_ldap-2.7.so and its symlink from libnss_ldap.so.2 reside
in /lib, it isn't yet clear to me how a separate /usr partition can
influence this.  That may be a red herring only...
