when apt-listchanges sends mail for changes, it uses the current user's 
locale for the mail (at least the subject line).  this is wrong; just 
because the current user prefers German doesn't mean everyone reading 
the mail understand German.

the system's default locale (or else, C) should be used for the mail 
message.
