I'm thinking to implement this feature request, but then I stuck upon
a doubt: only selecting the maintainer identifier could be a
sub-optimal decision.

The group maintainership usually means to put the group in Maintainer
field and add "real" people to Uploaders, for the guys who care/do the
job for that package: selecting only the group completely misses the
rational behind this bug.

Other cases, since the (current) control format allows for only 1
Maintainer but many Uploaders, selecting the lone Maintainer means we
"ignore" the presence of Uploaders while they are important
contributors to the package (in some situation they are the only
contributors to the package).

For the above reason, I'm thinking about a template like this:

Dear <pkg> maintainer,
<place your bug report here>

It's still "inpersonal", i know, but allows for a common greeting
format for bug report: what do you think about it?
