Yes there is one: gpg supports smartcards and thus needs access to
smartcard readers.  It comes with an included driver for modern
readers and tries to use this one if possible.  libusb is a pretty
small library without additional dependencies thus there is no need to
dlopen it as we do for pc/sc support.
