One consideration to generating the passwords at install time is that we then can't ship a working installation out of the box (or it would be considerably complex). bacula-dir needs to know the password to bacula-sd, bacula-fd, etc. and these services could be installed in any order.
There is an entry in README.Debian about this already, but I could also add notes to the config files themselves. I agree that the current situation is not great.
