Yes, groff(7) is incorrect.

The part that reads "backquote (ASCII 0x60)" should be removed.

Yes, that also needs fixing.  "(ASCII 39)" should really be shifted down
to the next line, which describes \[aq].

There's also the part that reads "the corresponding ISO Latin-1
characters can be obtained with \` and \(aq", which could probably be
made clearer.
