"Depends: sed, ncurses-bin" achieves nothing, since both packages
are Essential: yes and Priority: required.

In the versioned conflicts, the version numbers given are
pre-Oldstable anyway; Sarge had 2.0-7.  You'd be quite entitled (as
in the attached patch) to drop _all_ of these dependency lines -
especially once Testing has frozen and new versions of lsb-base are 
targeted at Lenny+1 (=Woody+4).
