I have tagged this as minor because I believe it is triggered by an
unusual condition, namely /tmp filling up.  SA seems to be functioning
OK when I made more room.  My other partitions still had space.
Likely this is a corner case that hasn't received much thought or testing.

The first batch of warnings recurred a few times; the second batch
recurred more frequently.  Oddly, neither seemed to occur for each
message received--there were times when the log shows only the "no
space left on device" message.
