At least 2.6.22 and 2.6.24 have this bug. I suppose the best way to handle this would be to have a 'linux-image-*-dbg' package, like libc6-dbg, which would include a vmlinux file for use with oprofile. If the vmlinux could be built with debugging symbols and still match the 'production' vmlinuz image that would be even better.
