file-rc is a package that provides a sysv-rc interface and replaces the runlevel startup links with a single configuration file /etc/runlevel.conf. Unfortunately, file-rc does raise some issues with splashy or vice-versa: When file-rc is installed, splashy's progress bar stays at zero, and the text box that can be invoked with F2 stays empty. The system boots fine though. In a test VM that I installed to investigate this, splashy also doesn't terminate nicely when file-rc is installed, and the kdm screen never comes up. After removing file-rc, things were fine again. I do not know whether file-rc needs modifications to interface better with splashy, or whether splashy interprets hints from file-rc in the wrong way. So please feel free to (clone and) reassign to file-rc, and - if necessary - give directions to the file-rc maintainer which hints it needs to give to splashy to properly work.
