See http://bugs.debian.org/cgi-bin/bugreport.cgi?msg=20;bug=486357 :-) although you'll need the mbox version if you want to see it properly encoded, as debbugs appears to helpfully decode the subject automagically for display (and ignore the fact that it says version 2.9.6; that's what you get running bts from svn rather than the packaged version). This turned out to be relatively simple to fix; we're already encoding the From: header if it was generated by bts so after a small amount of rearrangement the same is now done for Subject:.
