Package: sane-backends Version: 1.0.19-11 It seems to me that the dependency on sane-utils does not satisfy the policy requirement for Recommends: This declares a strong, but not absolute, dependency.
The Recommends field should list packages that would be found together with this one in all but unusual installations. The library gets pulled in by for example the very popular applications hpijs, hplip, and by libkscan1 (required for kdegraphics meta package), and I would expect a great many of their users do not have a scanner, thus making sane-utils useless for them. Therefore the dependency fails the "in all but unusual installations" requirement. Please consider either dropping the dependency, or lowering it to Suggests so sane-utils does not get pulled in needlessly by default when people install any of the reverse dependencies of libsane.
