I'm discovering "&#13"'s all over the place, e.g.,
also /usr/share/doc/php-doc/html/introduction.html
The common point in all cases is
NAME="GENERATOR" CONTENT="Modular DocBook HTML Stylesheet Version 1.7...
in the headers. 1.7, 1.79 etc.
I'm making a wild guess about what package to reassign this bug to.
