It seems to me that libadns1-bin does not satisfy the policy requirement for Recommends: This declares a strong, but not absolute, dependency. The Recommends field should list packages that would be found together with this one in all but unusual installations. The library is for example pulled in by the popular application wireshark and I doubt most wireshark users will ever have any need for the test tools and utils provided in the -bin package. Therefore the dependency fails the "in all but unusual installations" requirement.
