There is at least one package that expect to run quilt in $(DEB_SRCDIR) however, cf my recent bug report on mgt: http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=485163 If we make that change, we should probably NMU this package as well. But otherwise I agree with this wihslist.
