That's indeed a valid claim, except that upstream having set it like this, software using xulrunner 1.9 idl files might already fix that themselves, which means fixing here might break them. I'm currently swamped in http://bugs.debian.org/cgi-bin/pkgreport.cgi?tag=xulrunner-transition;[EMAIL PROTECTED] so if you have time to check existing packages building against xulrunner-dev, that would be nice.
