The update-inetd script in rlinetd produces an error exit status when /usr/sbin/update-inetd is not diverted, i.e. rlinetd is the only inetd-like package installed. When update-inetd in this configuration is called from a package maintainer script, said package maintainer script fails, and packages (in my case samba) become impossible to install, upgrade, or remove without editing the update-inetd script. Hence the severity of this bug report.
