Hi,
while your (Jay's) analysis is essentially correct, we are seeing
problems on s390 of which I do not have the impression that they would
be going away on their own (e.g. libsaml5 is marked failed in the buildd
db but does not have a log):
** libsaml5 has an unsatisfied dependency on s390: libxerces27
** libshib-target5 has an unsatisfied dependency on s390: libxerces27
** libapache2-mod-shib has an unsatisfied dependency on s390: libxerces27
** libshib6 has an unsatisfied dependency on s390: libxerces27
Maybe the shib maintainers know something about that?
