I think I've figured it out. nm-applet/gnome-keyring are prompting for my "default" password but the keys are actually stored in my "login" keyring. The passphrase for that appears to be an old login password, probably what my /etc/shadow password was when I first logged in (it's not my current /etc/shadow password).
