Bug#484168: autoconf2.13: diverts autoconf version 2.61 to autoconf2.50

The preinst script for autoconf2.13 diverts /usr/bin/autoconf to 
/usr/bin/autoconf2.50, even if the version of autoconf installed on the 
system is some other version (in particular, autoconf in lenny is 2.61).

I think the right fix to this problem involves changing both autoconf 
packages to use the alternatives system.
