if you try 
$  wget -q http://www.debian.org -O test.html
it exits immediatly,  sayubg
 Cannot specify -N if -O is given. See the manual for details

this is clearly a bug... there is no '-N' in the above command line;
moreover I cannot see any reason why '-q -O' may not work
